Can this software create a dvd song wherein I have to ability to chose whether with vocals or none.

Be it a menu on the dvd or by using the dvd player machine.

Power Video Karaoke allows you to create video clip with single audio only. If you would like to have multiple soundtracks you should be able to do this with a DVD authoring application -- prepare soundtracks with and without vocals (either with Power Video Karaoke or with any audio editing software), create a video with PVK, and then use them in DVD authoring software (BTW -- what software are you using to create a DVD?).
