where do i find, or does it even exist, a webpage that i can see what has been updated with each version of siglos. Its good to know why i'm downloading the new version before i do it!

We will be including changes log in Siglos and on the website. We have not been doing so yet.

Another good thing as you're still using phpBB2 could be to upgrade to Categories Hierarchy. www.categorieshierarchy.com
Its far more secure (no more annoying spam!), more features, much prettier and a doddle to install. Smile
