Windows 8 and sound quality. Is there an EQ to pump bass?

Just the Highs are playing on new computer with Windows 8. Previous computer was Windows 7 and sounded great. Is there an EQ in Siglos or one that someone can recommend for new computer?

your sound card should have a eq in it actually
